RFI vs RFP vs RFQ: Choosing the Right RFx Document

One of the earliest decisions in any procurement exercise is choosing the right RFx document. Selecting the wrong one can delay procurement, create confusion for vendors, and result in poor-quality responses.

The good news is that the decision is usually straightforward once you understand the purpose of each document.

A simple rule is:

Learn → Compare Solutions → Compare Prices

Understanding the RFx Family

RFx is a collective term for procurement documents used to engage suppliers during vendor selection. Each document serves a different purpose and is used at a different stage of procurement.

Document Type Primary Objective
RFI Understand the market
RFP Evaluate competing solutions
RFQ Obtain competitive pricing for predefined requirements

Request for Information (RFI)

An RFI is used when an organisation is still exploring the market and gathering information.

At this stage, requirements may not yet be fully defined. The objective is to understand available technologies, products, vendor capabilities, and implementation approaches before preparing detailed procurement documents.

Typical objectives include:

  • understanding market capabilities
  • identifying potential vendors
  • validating possible solution approaches
  • collecting industry best practices
  • estimating implementation options

Example: A government authority plans to modernize its customer service platform but is unsure whether a CRM, low-code platform, or custom development best meets its needs. It issues an RFI to understand the available options before preparing a formal procurement.

Request for Proposal (RFP)

An RFP is issued when the business problem and requirements are sufficiently understood, but the organization wants vendors to propose the most appropriate solution.

Evaluation extends beyond price and typically considers:

  • technical capability
  • implementation methodology
  • project governance
  • delivery approach
  • team experience
  • commercial proposal
  • support model
  • project risks

An RFP allows vendors to differentiate themselves through their expertise rather than simply competing on cost.

Example: An organization wants to implement an enterprise integration platform. Multiple technologies could satisfy the requirements, and implementation approaches vary between vendors. An RFP enables each vendor to propose its recommended solution and delivery methodology.

Request for Quotation (RFQ)

An RFQ is appropriate when requirements are already fixed and comparable across vendors.

The organization knows exactly what it wants to purchase, and vendor differentiation is minimal. Price therefore becomes the primary evaluation factor.

Typical RFQs include:

  • hardware procurement
  • software license renewals
  • standard equipment
  • predefined services
  • commodity purchases

Example: An organization needs fifty identical laptops with predefined specifications. Since every vendor is quoting the same product, the procurement is primarily a commercial comparison, making an RFQ the appropriate choice.

Where Does a Tender Fit?

One common misconception is that Tender is another RFx document.

It is not.

A tender is generally the overall procurement exercise or solicitation process, particularly within government and public-sector organizations.

The tender package may contain one or more procurement documents, including:

  • RFP
  • RFQ
  • technical specifications
  • scope of work
  • commercial terms
  • evaluation criteria
  • contractual conditions

In private-sector organizations, the procurement team may simply issue an RFP directly without referring to it as a tender.

Choosing the Right RFx Document

The decision depends on the maturity of your requirements and the objective of the procurement.

If you need to… Use
Understand what solutions exist RFI
Evaluate competing solutions RFP
Purchase a predefined product or service RFQ

A simple rule of thumb is:

If you’re still learning, issue an RFI. If you’re comparing ideas, issue an RFP. If you’re comparing prices, issue an RFQ.

 

Common Misconceptions

Common Misconception Procurement Reality
An RFI must always come before an RFP. Not necessarily. Organizations often proceed directly to an RFP when they already understand the market and have well-defined requirements.
The cheapest proposal should always win an RFP. Price is only one evaluation criterion. A technically superior proposal may provide greater long-term value, lower delivery risk, and reduced operational costs.
An RFQ is simply a shorter RFP. An RFQ is fundamentally different. An RFP evaluates solutions, whereas an RFQ evaluates quotations for predefined requirements.
